6. mail 2026 toimunud Euroopa Komisjoni mootorsõidukite töörühma (MVWG) 168. kohtumisel leppisid ELi liikmesriigid kokku üleminekukorras, mille eesmärk on leevendada 5. juulil 2026 jõustuva eCoC kohustuse mõju.
Selle tulemusena võivad EL-i tootjad jätkata paberkandjal CoC väljatrükkide kasutamist hiljemalt kuni 29. novembrini 2026. See üleminekumeede on mõeldud lisaaja andmiseks vajaliku taristu ja protsesside rakendamiseks ja testimiseks.
Selle üleminekumeetme eesmärk on anda riiklikele juurdepääsupunktidele (NAP-idele) ja tootjatele piisavalt aega uue elektroonilise registreerimisprotsessi testimiseks ja rakendamiseks, ilma et see ohustaks sõidukite registreerimise protseduure.
AOB – transitional arrangement for eCoC implementation

Considering the difficulties faced by the Member States in implementing the provisions for eCoC by the legal deadline and to conclude on the discussion on transitional measures, it is proposed to include in the minutes of the 168th meeting of the MVWG the following statement outlining the modalities of a commonly agreed transitional arrangement:
EC stressed the legal obligation of the Member States to establish the organisation and the structure of their data network to enable data reception of the certificate of conformity as structured data in electronic format (eCoC) from 5 July 2026. Based on the information provided upon the EC request, regardless of the efforts, at least a couple of the Member States will not have their national access point, data retrieval and processing in place by the deadline, putting at risk the whole vehicle registration process.
In view of the late availability of full design decisions of the system, of the National access point (NAP) provided by Eucaris, of the complete set of IVI services in Eucaris and of the final eCoC format and its related requirements, and the limited time available to ensure a correct and harmonised implementation of eCoC 2.0 by all parties concerned, Member States agreed in accordance with Article 37(10) to allow exceptionally and for strictly limited period, until 29 November 2026 at the latest, the use of CoC in paper format and the established national procedures currently in place, including the national procedures for eCoC, where the national infrastructure is lacking or was placed less than four months before 5 July 2026, thus not providing the possibility to the vehicle manufacturers to adequately test mass data uploads and to ensure smooth operation. For this purpose, manufacturers may use a print-out of the eCoC or a CoC in paper format as is currently the case.
As agreed previously in the FORUM, the print-out of the structured data, signed and stamped, is sufficient to be accepted as a valid duplicate, without the measures specified in Annex VIII to Commission Implementing Regulation (EU) 2020/683.
